It looks like a loosely assembled pile of parts that don't belong together; pit bike wheels with some kind of enduro engine and frame (Yamaha?). Not only is it ugly, I bet it's dangerous to ride as it'll ground out over even the slightest bump and/or when a heavy rider gets on it.

I think a VERY heavy rider (or more than one?) already sat on it...that's why it looks like that.
